The Butterfly House is open now. The Butterfly House remains open daily from 10 a.m. to 5 p.m until October 3. Pink Heals Tour TODAY
This is a great NATIONWIDE TOUR. If you can’t go to the event or you just want more ways to support this Organization for Breast Cancer Survivors and research, take a look at their website: Pink Heals Foundation, Inc.- A Nonprofit Supporting Young Women Who Are Recovering From Cancer Treatment. You can find out where the Pink heals Tour is going as well as where it has been at this site: Pink Heals Tour. The tour is National but proceeds also benefit local facilities. So far over $200,000 has been raised nationally.
The purpose of Pink Heals is to raise awareness and fundraise for women’s health issues including breast cancer. At this year’s event we will have live entertainment by Grant Austin Taylor, Lewis McGehee, the mobile mammogram unit (you must schedule appointments ahead of time), the blood mobile, an art show, an old car show, proclamations from local government officials, a bra decorating contest, a silent auction, a games and play area for children of all ages, and a photo opportunity where we will display pictures of survivors and those who lost their battle with all types of cancer.
There will be food vendors and tents selling all types of pink items. Hair stylists will be on hand to add pink extensions to your hair and Susan G. Komen and Cancer Care Foundation of Tidewater will be providing information on site. Both the Norfolk and the Virginia Beach Fire departments are selling pink fire department t shirts to raise money prior to the event. All proceeds will go to local charities including the Cancer Care Foundation of Tidewater, a group that helps families battling cancer with meals during chemotherapy treatments, medical bills, transportation and generally anything that falls through the cracks and is not covered by medical insurance or other resources.
September Speakers Announced
Also scheduled to meet with us is Tim Capoldo, Director of Developmental Services for the Norfolk Community Services Board. Norfolk CSB has purchased the house at 1826 Bayview Blvd and plans to utilize it for permanent housing for people with intellectual disabilities from the SE State facilities. The residents will be permanent and work elsewhere during the day.
We’ll plan for our own Fall Clean Up Day and participating in the Fall Fair at Bay View Elementary. We will also learn about another planned project at 1st Bay from Silvio Mancone.
Although we had planned to hear from Councilman Tommy Smigiel, the new schedule for City Council meetings requires him to be at City Hall during our event. Tommy will join us late in the meeting and for our networking time if the City Council finishes business early.
There is a lot going on in Bayview. Get involved in your neighborhood! Mark your calendar for Tuesday, September 14, at 7:30 pm. Bring a dish for the social if you want and don’t forget to bring a friend!

General Plan and Text Amendment and Rezoning:
733 Roland Drive and 6207-6217 Tidewater Drive
If approved, this item would permit Bonaventure, LLC, to move forward with a multi-family residential development of 187 dwelling units at the intersection of Tidewater Drive and Roland Drive with relaxed standards for parking and open space. The Planning Commission recommended approval of the plan amendment, zoning text changes, and change of zoning to accommodate the project. The Planning Commission declined to reconsider their original recommendation.
Here is the background information Roland Park and Sunshine home is presenting:
The neighborhoods of Roland Park and Sunshine Homes are again facing the attempt by Bonaventure Properties LLC of Northern Virginia to change the zoning in our district from low density to high density in order to build 187 rental apartments on less than five acres of land at the intersection of Tidewater Drive and Norview Avenue.
Many citizens believe this action is detrimental to our community for several reasons.
NOT ENOUGH SPACE: The site for this project is 4.2 acres of land. The city code states “The minimum site size for a Planned Development District shall be five acres” and “A parcel of land or contiguous parcels of land of a size sufficient to create its own character … the character of which is compatible with the adjacent parcels and the intent of the Zoning District or districts in which it is located.” The site does not meet the minimum standards to be a planned development.
TOO MANY CARS; NOT ENOUGH PARKING SPACES: The Norfolk City Code requires 357 parking spaces but the Bonaventure plans call for only 301. Why? Bonaventure projects that 16% of their expected tenant will not need cars. Instead the residents of the luxury apartments will ride the bus or use a bicycle. The Norfolk Dept. of Planning and Community Development makes the case for us that Tidewater Drive is not a safe bicycle route, “Tidewater Drive is not designed with bicycle lanes, and given the narrowness of the existing lane widths and the speed at which traffic moves on Tidewater Drive, staff does not consider this a basis for reducing parking requirements”.
NOT ENOUGH OPEN SPACE: City Code requires a minimum of 35%. Bonaventure’s plan allows for 19% open space. And the lack of open space was cited by the Norfolk Department of Planning as a reason for rejecting Bonaventure’s application. The city’s report states, “Staff does not support, and the applicant’s data does not justify, the reduction of interior landscaping.”
CHESAPEAKE BAY PRESERVATION ACT COMPLIANCE: We have concerns about compliance with the Chesapeake Bay Preservation Act, particularly regarding the requirement that in cases of redevelopment, the existing nonpoint source pollution load shall be reduced by at least ten percent.

Oceanair Elementary at 600 Dudley Avenue, located near the Ocean View Golf Course, will be enrolling children for their 3 and 4 year old prekindergarten classes during the month of May. Children must be 3 or 4 years old by
September 30th, 2010, live in Norfolk, and show need for the program.
Our “Pre-K Application Day” will be on Wednesday, May 5th from 9:00 – 2:00 in Oceanair Elementary’s auditorium.
To enroll, a parent or legal guardian should bring the following items with them:

Record of a physical examination & TB skin test
Updated immunizations
Child’s Social Security card
Proof of residence in Norfolk

Veteran’s Day is November 11
It’s unfortunate that our veterans are officially recognized only one day each year. We here in Hampton Roads, with the strong military presence, appreciate (maybe more than many) the important role our veterans have played in securing and keeping our nations liberties. At out November 10 meeting we will collect items for our Veterans at the Hampton VA Hospital. Items that are needed include shampoo, shaving cream, toothpaste and other toiletries, playing cards, socks, denture cleaner and denture adhesive, and other personal care and comfort items. This is just one small way to say “thank you” and give back to those who have given so much.
At the same time it is important to recognize the plight of the poor especially this time of year. It will put an extra burden on the local food banks to meet those needs in the holiday season. If you have the time, we encourage you to donate food to any food bank or volunteer at a soup kitchen. We will also be collecting food at our November 10 meeting and the December 8 Holiday party. Hope you decide to take part.

RPOS is currently working with a consulting firm—Glatting Jackson Kercher
Anglin of West Palm Beach, Fla.—to develop a Recreation Master Plan. The plan involves
analysis of Norfolk’s current recreation centers, parks and amenities; assessment of needs
and priorities; creation of a conceptual vision for the city; and implementation strategies.
The Master Plan will serve as a roadmap for RPOS for the next 10 years.

Sales Tax Holiday for Clothing and School Supplies
The 2009 holiday will take place on August 7, 8, and 9, 2009.
What's Exempt: During this three-day period, purchases of qualifying school supplies selling for $20 or less per item, and purchases of qualifying clothing and footwear selling for $100 or less per item will be exempt from sales tax. Retailers may also choose to absorb the tax on other items during the holiday period, but they are responsible for paying the tax on those items to the Department of Taxation.
List of School Supplies Eligible for the Exemption
“School supply,” means an item that is commonly used by a student in a course of study. For purposes of the sales tax holiday, the term includes, “school art supply,” “school instructional material,” and “school music supply.” The term does not include computers or “school computer supplies”, and such items may not be purchased exempt of the tax.
The following is an all-inclusive list of items that are included in the term “school supply” and are therefore exempt from tax during the sales tax holiday period, provided their sales price is $20 or less per item. Only the following items are exempt as school supplies. Items need not be intended for use in school or in connection with a school activity to be eligible for the exemption.

“School computer supply” is an item commonly used by a student in a course of

Any school computer supply is ineligible for exemption during the sales tax
holiday.
“Clothing” means any article of wearing apparel and typical footwear intended to
be worn on or about the human body. Clothing does not include sporting
equipment or footwear designed primarily for athletic activity or protective use
and not usually considered appropriate for everyday wear. These items may not
be purchased exempt of the tax.

The Office of Environmental Stormwater Management has coordinated a FREE one-day collection of all Household Hazardous Waste (HHW) and Electronics Recycling for Norfolk residents and SPSA member localities!
HHW items include: auto fluids, lawn care products, thermometers, fluorescent lights, paints, cleaning products, batteries, and flammable liquids. These will be collected and disposed of properly, keeping toxins out of our landfill and stormwater.
Electronics equipment, such as televisions, computers and parts, media equipment, toasters, hair dryers, and more, will be collected, broken down, and the parts recycled.
So bring your leftover glass cleaner, burned-out CFL, VHS player and more to Community Beach in Ocean View this Saturday, June 6th, 9am-3pm - it's a free and easy way to help clear out the garage and protect our waterways at the same time!

Our trash disposal rates just increased by $132 a year and we now pay the highest in the nation. SPSA, which oversees trash disposal for our region, owes $240 million, will lose another $11 million this year, and must pay off its debt in eleven years. Norfolk residents are responsible for a good portion of what’s owed.
You are invited to the Ship’s Cabin restaurant to hear about an option to cut our trash disposal fees in half and remove all of SPSA’s debt by selling SPSA. As a civic league member, your interest and thoughts on this issue are important.
Six of eight SPSA member communities would like to examine selling SPSA in its entirety. Norfolk is one of the two communities unwilling to consider this option. Please come hear what Norfolk officials won’t tell you about this choice.
